Water is one of the fundamental rights of the society of the world. In 2015, 663 million people still lacked access to treating drinking water resources. Besides that, 2.4 billion people have bad sanitation facilities. This is due to several factors including finance, geographic conditions, and administrative crisis. Introduction to Wakaf mechanism is among the incentives that can be used to overcome this problem. Wakaf can be a potential mechanism to help Muslim communities who have limitations in accessing water and sanitation services. The objective of this study was to look at the water crisis as well as the role of Wakaf in overcoming the problems. Thus, descriptive qualitative research was conducted to look at the potential instrument of Wakaf to tackle and overcome the water crisis especially related to finance. This study discusses Wakaf as a mechanism in fundraising to help Muslim communities who have limitations of water access. The results of the study revealed that Wakaf was able to become a fundraising mechanism to help the needs of human rights. At the same time, it can be the alternative solution to the authorities in implementing Wakaf to assist Muslims in poor Islamic countries.
Abstrak
Air merupakan salah satu keperluan hak asasi yang utama bagi masyarakat dunia. Pada tahun 2015, sebanyak 663 juta masyarakat seluruh dunia masih kekurangan akses sumber air minuman yang terawat. Selain itu, 2.4 bilion masyarakat dunia juga tidak mempunyai fasiliti sanitasi yang kurang sempurna. Hal ini disebabkan beberapa faktor di antaranya kewangan, keadaan geografi serta krisis pentadbiran. Antara insentif yang boleh dilakukan bagi mengatasi masalah ini adalah dengan pengenalan kepada mekanisme wakaf. Wakaf boleh dijadikan potensi untuk membantu masyarakat Islam yang terhad akan akses perkhidmatan air dan sanitasi. Objektif kajian adalah untuk melihat krisis air serta peranan wakaf dalam mengatasi permasalahan tersebut. Kajian ini dibuat bersifat kualitatif deskriptif dalam menghuraikan potensi wakaf berkemampuan sebagai instrumen menangani krisis air terawat terutama dari segi pembiayaan kewangan. Kajian ini membincangkan wakaf sebagai mekanisme dalam pengumpulan dana bagi menyalurkan bantuan kepada masyarakat Muslim yang kekurangan akses air. Hasil perbincangan mendapati bahawa wakaf mampu menjadi mekanisme penjanaan dana bagi menampung keperluan hak asasi masyarakat Islam yang tidak berupaya menikmati keperluan tersebut. Sekaligus, ia dapat memberi alternatif kepada pihak berautoriti dalam melaksanakan pelan wakaf bagi membantu umat Islam di negara Islam yang miskin.
