Abstract

The development of the halal industry both domestically and globally has indirectly driven demand for the Islamic cleansing (sertu) services. To ensure that the implementation of sertu process is uniform and guided, the Department of Islamic Development Malaysia [JAKIM] has taken the initiative to introduce special guidelines on sertu, for industry reference. However, there are still deficiencies among Sertu service providers, such as the issue of non-compliance with established guidelines. Hence, this article aims to analyse the issues that arise in the implementation of sertu at the industrial level in Malaysia. This study uses a qualitative approach, using the method of interviews with five agencies and companies that are directly involved in the sertu service. The findings are summarized in seven categories of issues, including the issue of compliance with guidelines and fatwa, understanding, equipment, materials, additional of religious practices, guidelines management, and industry belief towards the competence of the State Islamic Religious Department (JAIN) in implementing the sertu process. This study suggests that the monitoring aspect of sertu implementation should be improved by JAKIM and JAIN, to ensure that the sertu industry able to thrive and adhere to the guidelines.

Abstrak
Perkembangan industri halal sama ada di peringkat domestik dan global telah secara tidak langsung memacu permintaan terhadap perkhidmatan sertu. Bagi memastikan supaya proses perlaksanaan sertu adalah seragam dan terpandu, maka Jabatan Kemajuan Islam Malaysia [JAKIM] telah mengambil inisiatif memperkenalkan garis panduan sertu sebagai rujukan kepada industri. Namun demikian, jika dilihat kepada realiti amalan sertu oleh syarikat penyedia perkhidmatan sertu, masih ada kekurangan seperti isu ketidakpatuhan terhadap garis panduan yang telah ditetapkan. Artikel ini bertujuan menganalisis isu-isu yang timbul dalam perlaksanaan sertu industri di Malaysia. Kajian ini menggunakan pendekatan kualitatif, menerusi kaedah pengumpulan data secara analisi dokumen, pemerhatian dan temu bual separa berstruktur ke atas lima entiti yang terlibat secara langsung dalam perkhidmatan sertu merangkumi syarikat operator sertu dan jabatan agama. Hasil kajian dirumuskan dalam tujuh kategori isu iaitu isu pematuhan garis panduan dan fatwa, kefahaman dan pengetahuan, peralatan moden sertu, bahan sertu, penambahan amalan agama, pengurusan garis panduan, dan kepercayaan industri terhadap kompetensi Jabatan Agama Islam Negeri (JAIN) dalam perlaksanaan sertu. Kajian ini mencadangkan supaya aspek pemantauan sertu diperkemaskan di peringkat JAKIM dan JAIN bagi memastikan agar industri sertu berkembang maju serta mematuhi garis panduan yang telah ditetapkan.
