ENDOWMENT (WAQF) AND ITS ROLE IN SUSTAINABLE DEVELOPMENT: A CASE STUDY OF ATTA’AWUN ISLAMIC FOUNDATION KATSINA STATE, NIGERIA

Abstract

This article aims to highlight the role of the Atta’awun Islamic Foundation in developing charitable endowments in Katsina State, Nigeria. Founded 25 years ago, it began with charitable works such as assisting orphans and widows. It has recently evolved into adopting major charitable endowment projects. This foundation has embraced charitable works when the government and individuals have abandoned their roles in social development. The researchers used the descriptive and analytical approach in writing this article. The researchers reached the following key findings: The Atta’awun Islamic Foundation in Katsina State has achieved significant accomplishments in social development. Through charitable endowments, which include building residential areas for orphans widows and repudues, providing them with basic needs, such as food, education, and training in small crafts. They also build Islamic libraries for students and researchers, build hospitals, and establish a radio and television station for the purpose of advocacy and community outreach. However, this Foundation suffers from problems, including insufficient donations to finance its large-scale projects and the lack of experience of its staff in managing endowment Foundation. Among the most important solutions proposed are: engaging endowment specialists to qualify and train the Foundation’s staff to achieve a sufficient level of competence and experience; opening channels of communication between the Atta’awun Islamic Foundation and other Foundation inside and outside the country for the purpose of exchanging experiences; and directing endowment investments toward environmentally and socially sustainable projects. We ask Allah to grant the researchers success and aid them, and to make this research a catalyst for the progress and development of Atta’awun Islamic Foundation in particular and the endowment system in general, both in Nigeria and abroad.

تهدف هذه المقالة إلى بيان دور مؤسسة التعاون الإسلامية في تطوير الوقف الخيري لتحقيق التنمية المستدامة بولاية كشنة النيجيرية، وقد مر على تأسيسها 25 عاما، حيث بدأت بالأعمال الخيرية مثل مساعدة اليتامى والأرامل تم تطورت في الآونة الأخيرة إلى تبني المشروعات الكبيرة في مجال الوقف الخيري، وقد تبنىت هذه المؤسسة الأعمال الخيرية عندما تخلى الحكومة والأفراد عن دورهما في التنمية المستدامة، واستخدم الباحثان المنهج الستقرائي والوصفي أثناء كتابة هذه المقالة، وقد توصل الباحثان إلى أهم النتائج والتي منها: أن مؤسسة التعاون الإسلامية بولاية كشنة حققت إنجازا كبيرا في التنمية المستدامة عن طريق الوقف الخيري الذي يتمثل في بناء مناطق سكنية لليتامى والأرامل واللاجئين مع التكفل على أهم احتياجاتهم الحياتية من طعام وتعليم وتدريبهم على الصنعات الصغيرة، بناء المكتبات العلمية الإسلامية، بناء المستشفىات، إنشاء محطة الإذاعة والتلفزيون وغير ذلك، ومع ذلك تعاني هذه المؤسسة من المشاكل التي منها: عدم كفاية التبرعات لتمويل مشروعاتها الكبيرة، عدم خبرة العاملين في هذه المؤسسة بكيفية إدارة المؤسسات الوقفية. ومن أهم الحلول التي تم طرحها ما يأتي: إشراك المختصين في مجال الوقف لتأهيل وتدريب العاملين في هذه المؤسسة للوصول بهم إلى قدر كاف من الكفاءة والخبرة. مع فتح قنوات التواصل بينها وبين المؤسسات أخرى داخل وخارج الدولة بغرض تبادل الخبرات، توجيه استثمارات الأوقاف نحو المشاريع المستدامة يبئيا واجتماعيا مما يضمن لها الريع الكافي في المستقبل. والله نسأل أن يوفق الباحثان ويعينها وأن يجعل هذا البحث سببا في تقدم وتطور مؤسسة التعاون الإسلاية خاصة ولنظام الوقف عامة في دولة نيجيريا وخارجها
