Abstract

This research aims to analyze the administrative and regulatory factors leading to the absence of transparency and accountability in humanitarian work in Yemen, with a specific focus on highlighting the profound gap between theoretical measures, represented by Islamic professional ethics (such as integrity and justice) and the practical field reality. The study adopted a Mixed Methods approach, combining documentary analysis of official records and documented corruption cases with a field study involving a purposive sample of (150) relief and oversight personnel. The findings revealed a sharp disparity between ethical obligations and field practices; the study documented severe logistical waste, including the disposal of over (11,452) cartons of nutritional supplements and (6,141) bags of essential commodities due to mismanagement and distribution bureaucracy. The study concludes with a proposed framework based on institutionalizing "Participatory Contractual Governance" and activating national regulatory sovereignty to bridge the ethical gap. The scholarly contribution of this study lies in providing an applied model for integrating Islamic ethical values with modern governance systems in conflict zones, offering a reference framework for the international intellectual community and humanitarian organizations to enhance integrity in administratively and securely fragile environments.

تهدف هذه الدراسة إلى تحليل العوامل الإدارية والرقابية المؤدية لغياب الشفافية والمساءلة في العمل الإغاثي باليمن، مع التركيز بشكل خاص على إبراز الفجوة العميقة بين التدابير النظرية المتمثلة في الأخلاقيات المهنية الإسلامية (كالأمانة والعدل)، وبين الواقع التطبيقي الميداني. اعتمد البحث المنهج المختلط بدمج التحليل الوثائقي للسجلات الرسمية وقضايا الفساد الموثقة، مع دراسة ميدانية استهدفت عينة قصدية من (150) كادراً إغاثياً ورقابياً. كشفت النتائج عن تباين حاد بين الالتزامات الأخلاقية والممارسة الميدانية؛ حيث وثقت الدراسة وقائع هدر لوجستي جسيم شملت إتلاف أكثر من (11,452) كرتوناً من المكملات الغذائية و(6,141) كيساً من السلع الأساسية نتيجة سوء الإدارة وبيروقراطية التوزيع. تخلص الدراسة إلى مصفوفة إجراءات ترتكز على مأسسة "الحوكمة التعاقدية التشاركية"، وتفعيل السيادة الرقابية الوطنية لضمان ردم الفجوة الأخلاقية. وتكمن المساهمة العلمية لهذه الدراسة في تقديم نموذج تطبيقي لدمج القيم الأخلاقية الإسلامية مع نظم الحوكمة الحديثة في بيئات النزاع، مما يوفر إطاراً مرجعيا للمجتمع الفكري الدولي والمنظمات الإنسانية لتعزيز النزاهة في المناطق الهشة إداريا وأمنيا
