Arab Relief Institutions Operating In Africa, Their Poverty -Resistant Developmental Role : Kuwaiti Social Reform Association, And Their Efforts In Djibouti As A Model

المؤسسات الاغاثية العربية العاملة بأفريقيا، ودورها التنموي المقاوم للفقر: جمعية الإصلاح الاجتماعي الكويتية، وجهودها بجيبوتي نموذجا

Abstract

The African continent has suffered and still suffering of poverty, ignorance and disease from long decades and centuries, and that relief institutions in general, and Arab ones in particular are considered one of the most important matters and reasons that reduce this suffering and deprivation, and from these institutions and large associations is the Social Reform Association in Kuwait, and it is a followed model in the field of development efforts to serve African societies and others, and the research problem lies in exploring the role that Arab relief institutions played in resisting poverty, and contributing to the development of poor African societies, as we apply this to a specific experience which is the experience of the Social Reform Association in the Djibouti country in eastern Africa, specifically in The Horn of Africa. The research aims to introduce Arab relief institutions, especially those workers in Africa, and to identify one of the distinguished development experiences and present them as a role model for integrated development projects. The research pursued an analytical and descriptive approach, as it depends on collecting data from its prohibitions in the form of initial reports issued by those institutions and the regulatory authorities, then we analyze all of this to put an integrated image on the issue the subject of the study. The research concluded that the Arab relief institutions, even if they are relatively newly established, are playing very important roles in terms of supporting development efforts in Africa, and they have helped a lot to facing these problems and overcoming them, including the Kuwaiti Social Reform Association, which took over the undertaking of relief and development work on The international level in the various countries of the Islamic world, and we have found that it has already been able to provide a leading, integrated development work in its social, educational and health dimensions.

عانت وتعاني القارة الإفريقية كثيراً من الفقر والجهل والمرض من عقود وقرون طويلة، وإن المؤسسات الإغاثية بشكل عام، والعربية منها بشكل خاص تُعَدُّ من أهم الأمور والأسباب التي تخفف من هذه المعاناة والحرمان، ومن هذه المؤسسات والجمعيات الكبيرة هي جمعية الإصلاح الاجتماعي بالكويت، وهي تُعَد نموذجا يحتذى في مجال الجهود التنموية لخدمة المجتمعات الافريقية وغيرها، وتكمن مشكلة البحث في استكشاف الدور الذي لعبته مؤسسات الإغاثة العربية في مقاومة الفقر، والإسهام في تنمية المجتمعات الإفريقية الفقيرة، حيث نطبق ذلك على تجربة معينة هي تجربة جمعية الإصلاح الاجتماعي في دولة جيبوتي بشرق افريقيا وتحديدا في منطقة القرن الافريقي. ويهدف البحث إلى التعريف بالمؤسسات الاغاثية العربية وبخاصة تلك العاملة بأفريقيا، والتعرف على احدى التجارب التنموية المتميزة وتقديمها كنموذج يحتذى للمشروعات التنموية المتكاملة. وانتهج البحث منهجا استقصائيا متراكبا مع منهج وصفي تحليلي حيث يعتمد على جمع البيانات من مظانها في صورة التقارير الاولية الصادرة عن تلك المؤسسات وعن الجهات الرقابية، ثم نقوم بتحليل ذلك كله لنضع صورة متكاملة حول القضية موضوع الدراسة. وقد خلص البحث إلى أن المؤسسات الإغاثية العربية وإن كانت حديثة النشأة نسبيا إلا أنها تؤدى أدوار بالغة الأهمية على صعيد دعم جهود التنمية في افريقيا، وقد ساعدت كثيرا في مواجهة تلك المشكلات والتغلب عليها، منها جمعية الاصلاح الاجتماعي الكويتية، التي تولّت القيام بالأعمال الإغاثية والتنموية على المستوى الدولي في مختلف بلاد العالم الإسلامي وقد وجدنا أنها استطاعت بالفعل أن تقدم عملا تنمويا رائدا متكاملا في أبعاده الاجتماعية والتعليمية والصحية.
