Strategic Planning In The Ministry Of Education In Sultanate Of Oman: Managers' Perspectives Study

التخطيط الإستراتيجي بوزارة التربية والتعليم في سلطنة عمان: دراسة ميدانية من وجهة نظر المديرين

Abstract

This quantitative study aimed to discuss the reality of strategic planning in the Ministry of Education in the Sultanate of Oman, in order to diagnose the clarity of the scientific concept of the strategic planning of managers, the level of exercise of this concept, and identify the obstacles encountered in the exercise. The analytical descriptive approach was used. After verifying the validity and stability, the questionnaires were distributed to all (111) members of the study community. The data were analyzed using SPSS. The statistical averages, percentages and standard deviations were used. The analysis of the individual variance to test the statistical differences in the study sample towards the level of the strategic planning and the obstacles facing them were also used.The findingsrevealed: There is an average level of clarity in the scientific concept of the strategic planning of the managers interviewed by the ministry. 56.76% of managers do not have a proper understanding of the concept of strategic planning. And that the ministry is practicing strategic planning with an average of (3.53), a medium level. The level of handicaps was average. The study recommended a clear procedure to activate the strategic planning in the ministry, and to spread the culture of practicing it.

هدفت هذه الدراسة الكمية إلى مناقشة واقع التخطيط الستراتيجيبوزارة التربية والتعليم في سلطنة عمان، بهدف تشخيص مدى وضوح المفهوم العلمي للتخطيط الستراتيجي لدى المديرين، ومستوى ممارستهم لهذا المفهوم، والتعرف على المعوقات التي تواجههم أثناء ممارسته. استُخْدم المنهج الوصفي التحليلي في هذه الدراسة الميدانية، حيث تم تصميم إستبانة وزعتْ على كامل أفراد مجتمع الدراسة والبالغ عددهم (111) مديراً في الوزارة، بعد التأكد من صدق الأداة وثباتها، خضعت للتحليل باستخدام برنامج SPSS الاحصائي، استخدمت المتوسطات الحسابية والنسب المئوية والانحرافات المعيارية،وتحليل التباين الأحادي لاختبار الفروقات الإحصائية في اتجاهات أفراد مجتمع الدراسة نحو مستوى ممارسة التخطيط الستراتيجي،والمعوقات التي تواجههم، كما تم استخدام اختبار شفيه لبيان الفروق في إجابات المبحوثين.دللت النتائج: وجود مستوى متوسط من الوضوح في المفهوم العلمي للتخطيط الستراتيجي لدى المديرين المبحوثين بالوزارة. إذ إنّ (56.76%) من المديرينليس لديهم فهماً صحيحاً لمفهوم التخطيط الستراتيجي.وأن الوزارة تقوم بممارسة التخطيط الستراتيجي بمتوسط حسابي (3.53)أي بدرجة متوسطة. وكان مستوى المعوقات متوسط.أوصت الدراسة بوضع إجراءات واضحة لتفعيل التخطيط الستراتيجي في الوزارة، ونشر ثقافة ممارسته بمفهومه العلمي الدقيق.
